Originally a project of the World Bank, launched in 1997. Since then, 34 learning centres were established in 18 African countries. The main office is in Nairobi, Kenya. There is a regional office in Dakar, Senegal, to service partner institutions in Francophone and Anglophone West Africa and the Arab countries in North Africa.
